The length of general screw, such as pan head screw, round head screw, cup head screw, truss head screw and so on, is the part below the head, but the countersunk head screw is excepted, flat head machine screw is the total length, including the height of the screw head. You can compare the following two screws size measurement method. Remember, the measuring screws must be callipers or micrometers, and ordinary rulers are not accurate.

The first type of screw in the figure below is the pan head screw. It is the pan head screw of M5 * 13. The length of the screw is indicated by 13 mm , which does not include the height of the head of the screw. The second one is what we call countersunk head screw. It is the flat head machine screw of M8 * 14. The length of the countersunk head screw also means the length of the screw. But the length of the countersunk head screw includes the height of the head. It is the total length of the whole screw.
